For the Dumpling Filling:

For Pan-Frying:

Vegetable oil 2 tablespoons
For the Dipping Sauce:

Soy sauce 1/4 cup
Rice vinegar 1 tablespoon
Sesame oil 1 teaspoon
Chili oil (optional) 1 teaspoon
Finely chopped green onions (optional) 1 teaspoon
Instructions:
Prepare the Filling:
In a bowl, combine ground chicken, chopped cabbage, green onions, garlic, soy sauce, sesame oil, ginger, salt, and pepper. Mix well.
Assemble the Dumplings:
Place a spoonful of filling in the center of each dumpling wrapper. Moisten the edges with water, fold in half, and seal tightly.
Pan-Fry the Dumplings:
Heat vegetable oil in a skillet over medium heat. Place dumplings in the pan and cook until the bottoms are golden brown.
Steam the Dumplings:
Pour a little water into the skillet, cover, and steam until the filling is cooked through and the wrappers are translucent.
Make the Dipping Sauce:
In a small bowl, mix together soy sauce, rice vinegar, sesame oil, chili oil (if using), and chopped green onions.
Serve:
Serve the hot dumplings with the dipping sauce on the side.
